So I just got off the phone with their enforcement department (same phone number and option 4.. they just transferred me)
First the lady who answered the phone said that muscovys were considered a federal issue and that the state of Texas doesn't even cover them.. then when we discussed it a bit more she told me she would research the federal stance on them and let me know what she can find out. as of right now even enforcement has no info on Muscovys because they aren't covering them under their jurisdiction.

She also verified for me that domestic birds are not included in the breeder permit because they are just that.. Domestic and not game birds.

Thank you for that information. And, I appreciate the number. The one I had on hand for TPWD was a different one and required three transfers to get to the correct place. A bit more frustrating than being able to dial directly to where I needed to be. I'll be sure to note the number you provided.

Suzette from enforcement just called me back

If you live in one of these three counties then you need a Game Bird Breeder Permit to keep Muscovys because they are considered to be a nuisance there:

Hidalgo
Starr
Zapata


Otherwise they are considered to be domestic fowl and no permit is required in any other county in the state of Texas!
 
ho humm...im the only person in the bui8dling and having to stay late on a friday cause a co-worker called out...has let up on the rain here in houston, but still curious as to what actually fell at home!

We're getting sporadic rains here...not even really enough to call it rain. Just getting spit on from time to time.
I have a poor red dorking that is almost out of its shell, but not quite. She got mostly out and kinda stopped. I told Mike we should just give up on her; but, he's determined to keep trying until she passes on her own or he finally gives up. We'll see who's more stubborn. I swear, the man is the biggest softy on the planet, though he refuses to let me do the cullings. He gets tears in his eyes every time he does it.
