Could be - but, I've seen things others would call miracles and some would call magick...so don't give up unless you've exhausted all options - unless you're culling.
Never used grogel - but, in reading about it - there are not that many additional vitamins, mostly it's microorganisms that aid in the digestion of the food they are being fed.
There are a couple of things to keep in mind that can cause some pretty serious deficiencies: vitamin B and vitamin D are very important nutrients. Especially in a chick's early life. The same with protein. If she's not eating regularly, she is not helping herself any. She also needs balances of micronutrients like selenium, magnesium, phosphates, etc. Does she come out from the light to get a treat? When she walks, how does she walk? Like the others or differently? How's her weight look compared to the others. Since she's hardly moving, I'd expect she's probably smaller than the rest; but, that may not be the case. If you take her away from all the other chicks, how does she behave? Does she get more active? I had one in my last batch that just wanted to be away from all the others. Gave her a few days on her own and put her back in and she was fine after that.
What are you feeding her besides gro gel? The hard boiled egg is great - maybe add in some milk and some molasses (the rawer the better) along with some of her regular crumbles (I'm assuming you're using a starter crumble of some sort). The molasses is full - very full - of micro nutrients. Add in the carbs from the natural sugars, and she should get an energy boost, as well.
