I would say the cities laws trump the HOA. Get all you can together and talk with them. I think it would be better to be up front rather than having them come at you mad.
I believe this is incorrect. Cities make their laws, but HOA regulations are treated as contract law. Your act of moving into a HOA controlled housing development is your acceptance of their contract terms. So cities wouldn't care if you had a house painted purple, but your HOA likely can and will impose their beliefs on your housing color.

To put it another way, the city may say you can have UP TO a certain number of chickens. The city is NOT saying you MUST have a certain number of chickens. The HOA can restrict chickens because the HOA was legally established to impose neighborhood rules above and beyond what the city would. So the city can say you MAY have chickens, but the HOA CAN say no. The city will not help you have chickens, they won't overrule the HOA on something like chickens. There's no benefit to the city to require a HOA to allow chickens.

Something like a HOA rule banning minorities wouldn't be enforceable because it violates state and federal laws establishing non-discrimination for race, etc.

Unless you could get the city, county or state to pass a non-discrimination law protecting chicken keeping then the HOA's rules will be enforceable.

I'd say the best thing is to see if your HOA does or doesn't restrict chickens yet at all. If there are no rules then the city's rules should apply. Even if there are HOA rules, they can be changed. If they were established in the past and the current HOA board members are friendly to the idea they have the power to recind or amend that rule on chickens.

The general overall problem with HOAs is that most eligible Americans don't vote during government primary or General elections. Even fewer know or care if/when the HOA has an election. There tend to be 5-10% of residents in a HOA who'll band together to elect a group who may be like the "food nazi" and say "no soup for you!". Ultimately they do have to stand for election, so get to know the current board. Showing up for meetings regularly is a very good way to get to know them and them you. If they're all unworthy, then get to know the rest of your neighbors and make sure to get a new 6-11% of the neighborhood to replace the current HOA board with you and your allies. I'd suggest engaging the board sooner rather than later. Starting from the position of "rule breaker" is harder than someone who can explain the interest and desire to pursue the many benefits of backyard chicken keeping. If you can find a neighbor or two who are either interested in or definitely want to keep chickens to approach the board with you that's a lot better too. Just as in government politics, a single voice is easy to ignore while many voices cannot be ignored (or are ignored at the peril of the elected).

You can always ask on here for eggs/chicks of a breed in your general location. I wanted to get some eggs for my broody silkies and got some EE eggs from Zootopia. 6 eggs resulted in 4 chicks. Easiest chick hatching ever. I just put 3 eggs into each of the 2 nests. 21 days later the silkies are co-mothering the 4 chicks. I didn't even need to separate them from the flock, the silkies are offering any and all protection for the chicks from the weather and flock. With co-mothering the adult silkies can take turns running out for food or water breaks while the other silkie stays behind with the chicks in the coop.
I decided to order my chicks from My Pet Chicken. Their shipping is less than Myers and they don't add extra chicks or fees. I had a really nice talk with a lady there today. All my chicks will come from the same source at the same time. :)

HOA's have been given waaaay to much power. I remember seeing one of those Prepper shows and they guy said that their HOA states that an animal must have a name to be considered a pet...so he had two named dwarf Nigerian milk goats. :D Look for the fine print in your HOA rule book. Maybe there is a loop-hole.
What is HOA? I would certainly think that if your nearest neighbors don't object to your having a couple of pet chickens, and if the city of Round Rock doesn't object, it shouldn't be a problem so long as they are girls. Roosters will be a problem.
 
I just hatched 5 frizzled EE chicks, I'm in New Braunfels. I haven't sexed them though. But I would give you 1 if you wanted to drive down here. I could also give you some hatching eggs.

Hello all: we are in Round Rock. We need some advice/guidance regarding typical HOA BS. The city of Round Rock allows 5-10 chickens depending on circumstances. We wanted some pet chickens really bad and ended up with 2 baby black australorps, by accident. Who knew once we went to just look at them, we would be proud new parents!!

. We are now trying to figure out how to make this work. We want them as pets so we are in it for long haul. We are planning to talk to our two closest neighbors to feel them out but wanted to get advice. Should we just start conversation with HOA or wait to get reported? Oh geez..what have we done?! FYI: their grams and gramps live in Austin, where it's weird enough to have pet chickens so it's allowed, if not outright encouraged.

I live in Hutto and have the same problem. My chickens are not housed at our house. That was the only way around the HOA problem for us since I have neighbors that would report us and a weenie dog that would stalk them. I have two red sex links and a black australorp hen. The red hens are very noisy but the australorp hen is pretty quiet. If you kept the coop small and your closest neighbors didn't mind, you could probably get away with two chickens. If it doesn't work out, let me know. I have room for a few more birds.

I just got my two in oct. I asked/told my neighbors on either side of me. They were fine with it as long as they could have eggs now and again!! No one else is going to know. I live in a residential neighborhood in Katy. I never have even tried to see what the hoa says!!
 
Showbarnmom - are your Black Coppers laying yet???  I can't remember if you got yours before or after I did.

I am sad to say I lost all my black coppers. I had a friend hatch some blue coppers, and got 3. Then a broody killed two of the 3. So all I have left is a blue copper roo, albeit a gorgeous one, but none the less has been sold as he doesn't fit in my program.

I have a cuckoo Maran chick in my brooder. Hoping its a pullet.

I'm not sure I'm meant to raise Marans. I also lost one of my EEs yesterday. Some time between 12-5pm she disappeared. Not a feather or struggle or anything to indicate she was taken by a predator. Just....poof....gone. I'm really upset over it. She was gorgeous. Gold wheaten ish with a gorgeous blue hue to her feathers.
