Well they could, but if they get caught they get jailtime and fines out the wahzooOr you can hatch it & turn it loose when it's old enough. But I think you still need to let the wildlife people know you are doing it.
Any wild bird that has become accustomed to people is a danger to people and that bird it's self. We have two on our property, and let me tell you they hurt like crazy when they go into breeding season and chase you to flog you.
