I don't know for sure...I put one in the nest box last year when it was really cold, with an old towel on top and it worked fine. It was just on low but it kept the eggs from freezing really well, it did not get very warm. It just attracted broody hens, they all wanted to sit, but then that was fine because I had broodies sitting on eggs until I could get out to gather 2 x day and I took the heating pad out. Then my problem was solved lol

I LOOOOOOOOVE Slow cooked rooster. YUM!!!

Simplest meal ever. Put a rooster in a slow cooker, pour a bottle of italian dressing in. Cook for 4-6 hours. Debone and put meat back in the slow cooker with all the dressing and juices. Serve on top of Jasmine rice. My easiest go to meal.
