No, they should not have any black in the hackles. My 1989 standard says, Plumage: General surface colour an even shade of rich mahogany bay in all sections, with the exception the unexposed primaries and secondaries and the main tail feathers may contain black. Male sickles and coverts should be shaded bay and black, thus avoiding a sharp contrast between the body and tail. Undercolour of all sections: Red, except for back which should show a bar of slate.

I have a question. Are the Buckeyes supposed to have a few black dotted feathers on the neck? I have 11 for my meat pens, and I have already picked my 3, since they weigh the best, and are the best looking. I also picked out 3 for showing. I will try to get pics tomorrow.
