In regards to that 50ft. law ordinance, it applies for pigeons, gamebirds and poultry and it just so happens that pheasants and quails fall under gamebirds as well. Just maintain it under 25, that is all if you raise pheasants. For quails, I would consider them "pigeon" sized so why not more right?
I guess in the end, if your neighbors are cool and well informed with what you have, you should be around with a few this and that. I know a few folks who has over their 25 limit for chickens and 100 for quails and such but they are alright. It all boils doing to how well you can keep things clean and quite for yourself and the neighbors really.
