Frostbite is incredibly painful. Chickens hide their pain well. I would look into some pain management if you can.

Temps in my area were down to negative 20 in the coop WITH a heater. One BBS Marans hen at the bottom of the pecking order did not keep close to the others, and sadly froze to death. My rooster, Moon, has severe frostbite to comb and waddles- it’s all dry and black. He’s not in pain and otherwise looks well, but he will lose it all.

We have started using a soapstone wrapped in a towel. It retains the heat for quite a long time. Of course our temperature low was 19 degrees. So just a suggestion. We got it from a company in Vermont
