I say put a lock on the kennel then they can't put anything in - where I live constant barking dogs are a nuiscence (sp) if the barking is after a certain time and you can file a complaint - you can check your local laws-

Life would just be so much better for everyone if people would do a little more of that.

I have a new puppy and am extremly paranoid about him irritating people, his kennel / crate is indoors and he's always supervised. With some additional training, and age the problem will go away, but there's only so much a person can do to keep their pup or roo quiet and some dogs of course just never get that training or supervision they need. Obviously these people don't sound like they have the same level of consideration for others, but despite that, it does work both ways. If I can't talk to my neighbors about an issue I'm having with them, I can't really expect them to give me the same courtesy should I do something to upset them (knowingly or otherwise).​
 
We will be talking to them....hopefully not at 2am when their dog wakes me up and I am on my last nerve.

To answer a couple of questions...no their landlord is not the same person that I lease the pasture from. This area was orginally a large homestead of about 100 acres. So when it was split, weird things happened like owning a home where your well isnt on your property. Or in our case having a 1/4 acre pond on your property of which your other neighbor owns .017 acres of it. Yep, the property line runs through the pond...silly huh?

They are tenants and I wouldnt imagine that they even know where the well for the property is.

So I dont think that they have permission to put a dog in a blocked off area not on their property.

And I hope that I am describing this well area correctly. It is just one of those chain link runs wihout a top. It just keeps the horses from walking overtop of the cap which would be dangerous to the horses and the well.
 
I would talk to the landowner about locking it. Simply because my horse loves to fiddle, open, investigate everything, and sooner or later will/would open and enter the kennel.

ETA: I would offer to purchase and install the lock and give them (landowners) a key - should they (landowners) ever need to service the well head.
