Apparently that bird is a rescue and I think the feather thing happened before they got it and might be permanent ? Cause it seems they started posting 6 months ago and it was like that then too and description says this

There are videos of Griffi with more feathers. Also notice she has a blood spot on her right wing indicating she chews on pin feathers as they grow out.

We took in a rescue female Goffin - Lolita - that had plucked her chest bare and with an open sore. She was 30yrs old.
Her owner took sick and could not take care of her or apply the same attention anymore and Lolita went to plucking.
We accepted her and immediately slapped an Elizabethian collar on her for a few months,and went about searching for a male. We found one and set them up outside in their own cage. After a few months we removed the collar and she didn't bother with her chest.She went about bonding with her new boyfriend Georgie.

Oh wow!! So weird they haven’t grown back then?
 
Does the plucking behavior only stop if they’re given a mate?
Hard to tell. But in our case I knew the bird's background. She was the apple of the owner's eye,the baby of the house and when all that changed Lolita took it hard. Her age also indicated that she had had many seaons without a mate and could use the distraction and it worked out.

p.s.
Her chest is 99 % feathered and has stayed that way for 3 years so far.🤞
