Bob Whites are more regulated. Raising domestic Quail is much different. It is like raising a domestic white turkey compared to an Eastern Wild Turkey. You can do one but not the other because it is wild and not domesticated.
It says that the animals listed are allowed without a permit. Animals not on the list or specifically listed as needing a permit are either not allowed or need a permit.Here is a full list of banned and not banned animals. Exempt just means exempt from having to have a permit.
