We had a long hot summer with blue skies. Our weather is drawing in towards winter. I've never heard of a monsoon with out rain.

I am fairly sure that it is monsoon season without a monsoon coming and bringing rain.

The same thing is happening in the Sierras here. The Monsoonal flow is not bringing rain up through the Sierras in the summer like it used to
