Potato skins are only poisonous when they have been exposed to the sun and they have turned green. Even then I don't believe they will hurt anything.
Potatoes have selenium in them with more of a concentration in the skins. It is a necessary micro nutrient but too much is bad. I agree, it would likely take a lot to hurt the chickens. I give them potato skins that are not green. Green skin contains solanine(thanks Oz) which is a toxin from nite shade plants. It comes from old potatoes that are in the sun. Potatoes should be tossed if the skins are green.
