Their garage is on the opposite side of their house from my property. Their property line goes through the center of the garage. So they can only use half the garage, the other half belongs to the neighbor on the other side.

Not necessarily wrong? Is Pugsly a puppy? Sometimes they need to go potty and sometimes they just want to get up and party! I used to get up and take them out on leash to the potty spot and tell them, "hurry up!" After about five minutes if they didn't accomplish anything, back in the crate they went. No monkey business. Lights out. They quickly learned not to bother me at night unless they REALLY needed to go.
