I put 13 eggs in lockdown and hatched 11 pullets 2 roos.....that have been kind to me with pullets so far. every hatch but one has been pullet heavy.
We have 4 pullets 2 laying, one close. They lay 10 eggs per week but they didn't start until about 30 days ago. They were laying 12 a week but got lazy during this nasty weather.

So were these an F1 cross or rb?
If they are rb it looks like you may have 5 or 6 keepers. I would cull the rest.
If they are F1 and you have any head spots on a darker chicken I would keep that male.
 
Ortluk... One thing you forgot to mention is that quality RIR are very hard to come by. Waiting lists are years out.

Dmrippy... I'm not so confident you have the sex ratio you think... May want to band each chicken and document. I see no white head spots so... If there are any males in there they are not displaying strong autosexed characteristics. There may be some hiding though... Hard to tell from the pic.

I know the original birds I got looked more wheaten at hatch. the roo I have is not related to the pullets. and one pullet is from papa brooders. I thing the others are throwing the more wheaten looking chicks. I know they need work.....
