Sorry to hear that the RRs are acting up again...but I have kind of a strange question...
While you were posting here, what was the neighbor (victim's owner) doing to bring attention to this attack? It seems to me that if you and she got together, maybe even put together a petition, that the local government would have to act. It may be that the court looked at your case as a he said/she said situation, and minimized your complaint because it was only one person. If many voices were raised in outrage, something may be done. (And I'm certain that if the reporter does a good job with your story, you will get those 'many voices'.)

It wasn't he said/she said. It was witnessed by my son, his wife and 2 other neighbors. The dog owner was convicted of "dogs at large and doing damage." The civil court found in my favor for financial damages. The dog owners were reported to the Sheriff's Dept for the most recent attack. That case is all in the works. A petition to the local government will not work. It will have to go to through a court. We will basically have to sue for a dangerous dog declaration. If the dogs aren't declared dangerous this time, there will be a civil case. We were not just one case. The dogs have previously attacked 3 other dogs (one was killed). I had previously thought that only one of those incidents was reported, but I discovered the other day that at least 2 were. There is plenty on record about these dogs. The Sheriff's Dept. is great. They do everything they can. They even arrested the guy last time. The problem is that the judiciary and prosecutors don't really care.
Then I think it's time to get the media involved. Do you know any of the local TV or Radio stations that'd be interested? Local newspaper? If there is enough public outcry it WILL get the courts attention... especially if somebody were to sue the DA's office and the Judge for failing to follow the law. Imagine the shock on their faces as they read that they've been sued for malpractice?!
This may sound callous, but it sounds to me like a job for Mr. Winchester, Mr. Ruger, or Mr. Magnum.
A dead dog is a harmless dog...next time it COULD be a person. Not to mention that shooting these dangerous dogs in front of their owner while he stands there might be a more direct way to make point. Just make sure you take pics of the dogs on YOUR property. I have no pity for vicious animals or their irresponsible owners.

Think about what you just said and advised. Should these dogs be relocated and disappeared to another area of the country to become a danger to other unsuspecting people or children or other livestock?
As responsible people and animal owners, we need to make sure that these particular animals never hurt anyone or anything again. It takes a village.
Like I said, I do think they should be put down, but if she can pass them off as hers, she could take them to be euthanized
The idea about them having to many dogs is a good one! Although, when we lived closer to town, the limit was 4. Now we live out in the boonies, and I don't even know if there is a limit, and even if there is, I'm not too sure anyone would actually care if you were over.
