Do your parents know?
More specifically, are they aware that that behavior is absolutely unacceptable, regardless of who is doing it to who?

They know he just doesn’t get consequences. He only gets told not to do it. This year he tried to grab my arm and partially bit me so I tried getting him off. They made me apologize later because he had tried so hard to hurt me that he busted his lip and I had accidentally scratched him while getting him off of me.

If they are your parents chickens then it's your parents fault if they starve. Your siblings shouldn't have the responsibility for something that they are going to neglect.

My dad has 2 chicks, I have one, my twin has one, my older sister has one, and my brother has one.

We have “chick days” as to choose who is in charge of the chicks. Today is my younger brothers day and he refuses to feed them.

Never the less, couldn't give a care on if it's not fair or not your turn or not all your birds. They cannot just decide to go to the fridge and get food or water like you can. Someone needs to feed them and if your siblings and parents aren't, you are

Life isn't fair. Don't worry about others' luck. Don't worry about the little stuff that other people do or don't do. Worry about what you do and what you make of your opportunities. Even if you have the worst luck, you still have opportunities if you keep your eyes open for them.

Used the camera. Have a calendar on the fridge with each siblings name on corresponding day for chickens feed/water duty.
On the days they have duty you take a pic (once or twice a day?) And share with parents when you have to feed/water them because the Sibley is neglecting them and you don't want them to starve or worse, die.

Key thing here is document. No Whining! Just the facts. AND if a sibling actually starts to do it right and thoughtfully the pictures documenting them become positive reinforcement when you can then show parents who is finally stepping up to their responsibility....
