Let's test that with some simple math, shall we?

The Gulf of Mexico contains 643 quadrillion gallons of water.

36 inch class 350 DI pipe efficiently handles nearly 17,000 gpm at default peak velocity presumption of 5.0 fps.

so

643000000000000000/17000
That means it would take a 36" pipe 3.7823529e+13 minutes.

Let's make that into hours and divide by 60
630392156863 hours.

Ok now its looking a little more manageable. Now let's divide THAT by 24 to get days.
26266339869.3 days.

Hmm. Let's divide that by a little larger number, say 365 in a year?
71,962,574.9843 years.

Oh, but there's 2 36" pipes! So we can divide that by 2.
35981287.4922 years.

OK so we don't need to empty the whole gulf, I agree. Let's say we want... Oh, 1% of that surface water to move to mitigate a hurricane. so we divide that by 100.
