I don't report people. Unless they are underage and say their age, then I will report because they don't know better. Or they do and don't care

I think you can but I'm not sure. One of the mods would know. If it's a ton of off-topic chatter and this person has a habit of doing it EVERYWHERE I think that's annoying enough to the point I'd do something about it.

You can report anything. The question is what the mods do about it.

I've seen what the mods do about some kinds of reports (combine duplicate threads, delete content that breaks the rules.)

I can make a guess what they would do if you report something that does not break any rules but is annoying (they might tell you that it doesn't break any rules, and leave it alone). Then again, I'm not a mod, so my guess might be wrong.
