What does it mean if it makes the ‘refilling’ noise all by itself? 👀
Lift the top off the tank and make sure the valve is closing. Sometimes the chain gets caught, tangled or disconnected and needs to be adjusted. It's an easy fix - and the water in the tank is pre-flush, so it's clean.
 
Thank you all! That appears to be the problem. When I pressed on the seal, the trickle stopped.

I’m not sure about replacing it since this is a dorm room and I don’t want to mess things up by accident. How do you stop the water while you’re replacing it??

For now I’ve left the lid off so I can adjust it manually.

In a dorm, you call maintenance. That's their problem.

BUT, they have to come in to fix it. So if you don't want that, You don't HAVE to shut the water off. You can prop the tank float up so that it is closing the fill valve, change the flapper, and then just let it refill. The float is the plastic or brass "ball" thing with a rod attached. It's job is to shut the water off when the level gets high enough. So if you hold it up / tie it up / whatever so it doesn't fill, you can replace the flapper w/o shutting off the water.

The water supply line feeding the toilet tank should be coming from a valve. Turn the valve handle clockwise to turn it off.

Since it is a dorm room, I am sure you are not authorized to repair it yourself and do need to contact maintenance to have it repaired.
 
Here, the hard water makes them get brittle and stop sealing, so I have to replace them every couple years. Odds are that if your toilets were all installed at the same time, they're all going to fail around the same time.
Everything here gets ruined with the hard water.
