I am positive the guy answering your ad is a scammer. I don't care what info. he gave you, anyone can say they're with any organization and had all kinds of experience with K-9s------what does that prove? In my area, police would not go to CL and look for a K-9------you have to call the proper department and ask if they're lookinf for dogs, and they have specific criteria the dog has to meethey cannot be over 5 years old, cannot be agressive, and need to be pretty friendly with everyone-----this is because they are trained by more than one person at first, and then paired with an officer. I have a GSD who was kept tied up to a run line with a logging chain in a back yard from puppyhood until I finally got yhe owner to let me have her when she was 5. I don't know why she never became agressive towards people, but this is the best GSD I've ever owned. Her only draw back is that if she doesn't like another dog, she will attack it. We have to keep her separated from our beagle-mix (she is an outside dog, he's inside). I think she would possibly go after our goats if given the chance, but they are in a solid pen, and she can't jump the fence. I would hate to even think about her going to someone else---GSD's bond VERY strongly to their owners-----I think she never really bonded with her former owner, because he just left her tied up and alone all the time. I believ she would give her life to protect me and my family, and she's always with me when I go out to tend the other animals. I hope that if you ever do decide to re-home her, you go a different route than CL----I've heard heart-wrenching stories of people giving a dog to someone, and finding out the person just turned around and sold it to whoever would give them the most money for it. This guy can give you a false name and address, even produce a false I.D. if he wants to-----what good would a signed agreement do then? Hope you can work things out for the best for both you and the dog. (Personally, I'd get rid of all my goats before the dog would go----just me.)
