You know, in this case- I would probably do nothing. The guy sounds like he is not playing with a full deck. It's easy for all of us to tell you to throw caution to the wind and retaliate against him, but there are a lot of nutcases in this world. If the police have already been contacted and he STILL is persisting, I would proceed carefully. Some people in this world are just looking for a fight. It doesn't sound like doing something to him is going to result in him stopping. It may just make matters worse. Sometimes you have to pick your battles. Most *normal* people would A) Not let their dog go on someone else's property and B) Stop when warned by the police. Since the police didn't phase him, I highly doubt you will. Think about your safety first and foremost. After all, obviously he knows where you live.
Only you know your situation and the "vibe" you get from the guy. Does he seem like he is going to stop if you escalate the situation? If not, I would probably just suck it up and ride it out. If you can do a fence, do it. Knowing he is getting a reaction out of you and your neighbors may be part of what is feeding his behavior to begin with.
