Are they walking? Any that are reasonably fluffed and walking on their feet can go in the brooder. The others I'd probably keep in the bator a bit longer - turn the humidity down to 60 or something and the heat down a degree or two as well. And keep up the vitamin water for those ones especially.

x2 Do the vitamins you're adding to the water have sugar in them? If not, a little bit added to the water to give the more tired ones a boost wouldn't hurt.​
 
I really like Poultry Nutri Drench it is the best stuff on the market, Gets into their systems real quick and really is the best. Heres the link on the info about it,
