I'd leave him in there till he is fluffy and the cord has shrunk and he is up and about on his feet. Might take 24 hours for all that.
I've not used one of the foam incubators but I'd wash the parts that don't have any electrical components in warm water with a bit of dishwashing detergent added. Wipe over any other parts with the soapy water. Rinse off or wipe with clean water. Dry with paper towels. Put the incubator back together and run it without any water added for about 12 hours at about 100 degree to dry it all out. Then it's ready to roll again. Even better than soapy water is the stuff that you use to disinfect baby bottles etc - Milton's liquid it's called here. But if you don't have that just use the soapy water. Don't use disinfectant or anything like that - you don't want a chemically residue.
Before I wash mine I also blast any nooks and crannies with a can of compressed air (the kind you use to clean out computers). If you can do that it's a good idea as it'll get all the bits of fluff out. When they dry off after hatching they produce lots of 'fluff' which is the protein coating on the down drying and falling off.
