In the U.S. we have human rights that require the burden of proof to be on the accusers. When law enforcement has proof they will indeed arrest you. We would not allow a kangaroo court to try our former president... or any American, anywhere, that is a privelage we have as Americans and one that many soldiers have died for.
We do not operate our country like the rest of the world and we value our human rights and this is a prime example of how those rights get applied.

I think it's accepted that foreigners aren't allowed to waltz around Dubbya in the US. He prefers the social company of the 'Mores and Have Mores' remember'That's why AI suggested that he should be arrested elsewhere. However, the US government could arrest him and hand him over.
