Constructing a modular home is a good option. My friend had constructed a tiny house last year with the help of modular home construction. You can take additional info from the professionals, they plan the construction according to your budget. The house is made with complete care of insulation like impact door Miami and roof insulation that add to the strength of the house and also make it safe from the storm.

I have looked at the tiny house designs but not built one. Built our own house though. Sheet rock is an extra cost. T-111 or similar. Sheet rock is easy to damage and dent, especially in tight quarters. Ask me how I know.....

Many kinds of insulation. look at each not just cost.

Consider air flow and air exchange. TIght with controlled air via windows and doors.

Honestly I have thought about renovating a stall and sending my boys out to their own space!

Water access and disposal and waste disposal of all types are usually the most difficult to work out. At my house, waste goes to a big tank where the water seeps away but the solids must be pumped out regularly.

Love your idea. YOu can make this work. Just a lot to think about design wise. Take your time.

X2 on the sheetrock. Plywood is not cheap but it will hold up a lot better than sheetrock, especially if you have to jack the building to move it somewhere. It can either be stained to give you the wood look or just painted if you like the look of sheetrock. Even 1/4" will work.

Roxul Rockwool is the insulation we used in our build projects. Again not cheap, but great insulative properties and it's fireproof.

The appliances will be a HUGE (if not the biggest) part of the interior budget. So making a comprehensive list of those will be a big help. What are you thinking for climate control?

Sharkbite plumbing fittings are stupidly expensive, but working with Pex for plumbing is super easy.

Afraid I have zero experience with flooring.
