Tiny rooster.

Hello! Does anyone have a guess at what kind of rooster this is? I've been googling, and the only that I can find that have similar coloring are the speckled Sussex - but he's not speckled. His wing feathers were when they were just growing in, but now, not so much. Also, he's VERY tiny. Like the size of a pigeon with lots of feathers. And he has feathered feet.

Just curious.
