There doesn't seem to be a pin feather, just a lump, with a couple scabs with a few feathers sticking out.If it's an inflamed feather follicle, and we're taking your word for it since you haven't provided photos, you should be able to see a dark center that would be the ingrown pin feather. Disinfect and make a tiny incision across the ingrown feather. This should release it from its confinement and you can then encourage the pin feather to erupt like a jack-in-the-box.
Put on Blue-kote or Betadine or just spray with Vetericyn to finish. Watch to be sure it doesn't fester. If so, keep an antibacterial ointment on it until it heals.

I can still treat it the same way though. I've dealt with ingrown pin feathers before.
