Toenail Issue

Anyone ever run across anything like this? Looking for recommendations how to treat this curled toenail/swelling (left foot, back toe). How to know how much toenail to cut off?

I'd get some dog groomer's styptic powder (Cardinal Pet Care - remedy recovery styptic powder), then I would cut the nail mid point of the loop for starters. I would then work gradually back towards the toe unless bleeding started on the first cut.
