Treating Multiple Ages for Lice

I have LF adults and teenagers as well as 12 chicks at 3-4 weeks old.
I have a product called Garden & Poultry Dust with 0.25% permethrin.

Is this going to be safe and effective for all?
Would a spray be better?

I hadn’t realized there was a spray when I bought it.
I also wasn’t sure if I needed to treat the coop as well as the birds since lice live on the birds and not the environment.
If I get the spray, do I just spray around the vent and under wings?
I don’t think they’re infested but I wonder if this may be why the older birds combs/wattles are more pink instead of red?
 
Treat everyone, and the coop. Spraying at night is much easier!
Wear at least a N95 dust mask, and apply the permethrin to the back of each bird too. With the dust at least redo everything in another week or ten days, maybe twice more.
Lice and mites are miserable little beasts!
