Is there a way to encourage a hen to brood?

No, brooding is an instinct and cannot be encouraged. Though, placing fake eggs in a nest can make a hen think about brooding.

Brooding is an instinct that can't be forced. Having a breed that is known to go broody is your best bet. Keep in mind that every bird is an individual, so they may be more or less broody than the general breed. You can let eggs collect (or place dummy eggs) in the nest boxes to try and encourage broodiness. Make sure the boxes are quiet clean.

It is entirely up to the broody Gods. Last year, I have a known broody that has raised me up several clutches... I had chicks coming, and wanted her to raise them for me, so I tried to make her broody - nada.

4 weeks later though, there she was on the nest!

Just saying - you can't.
