Trouble with newborn chick

hi everyone! we recently had a bunch of eggs hatch but one of the little guys was stuck in its shell. my boyfriend carefully picked the shell apart and got him out. at first he was stuck in a position where his legs were folded but eventually he was able to walk and hold himself up. we are now on day 3 of keeping him away from the other chicks in his own pen with a heat lamp of course. we noticed there were little dried blood spots on the bedding and saw there was this on his bum. at first we thought it was the umbilical cord but we saw pictures of other cases and is doesn’t really look the same. one of our friends suggested he might be dehydrated and pushing too hard. we have caps full of water and food in his area but we haven’t seen him go towards them so we put a little water on a qtip and he drinks it that way then a little bit of egg yolk for nutrients. he’s still acting very lethargic and we are noticing more blood spots. is there anything we can do?

Take the chick to the sink and gently remove the stuff on it's backside, it might have a serious case of pasty butt. And has the chick poopped at all?

he hasn’t pooped at all i don’t think. we also tried washing him yesterday :-/
