Ah. Could you use cattle panels? They're about $20 each at TSC but are 16' long 5' high, would only need some T posts, a gate and around 70' feet of chicken wire. I've used cattle panels as portable runs for chickens ducks and turkeys. I've used pallets as gates just fine.

The only reason it needs to be $120 or lower, is because the dog housemitselfs is $80.
