Two Roosters that are brothers...help

I have two roosters that are brothers that grew up together with their two sisters that I hatched from one of my hens from my older flock. They do not get along! One is the dominant and crows and will chase the other from.food. He is allowed to hang for the most part but stopped crowing and has to sneak to mate. They are 9 mths old now. I have to help him in the coop at night or the runs him out and will attack in til asleep. I have the two roosters and 9 hens...total of 11 all together. They all free range fr morning till dusk. Due to covid-19 I have not been able to swap and no where else to separate them or him and it is now cold here. Any idea?

That's what happens sometimes with shared flocks. Just because they're brothers doesn't mean they'll tolerate each other
