A little bit of both. I just lifted off the edges of the shell around the hole (where I knew there was no duck or yolk connected) so I could make sure he wasn't shrink wrapped and he's been working it from there.
Ok, I wouldn't do any more though. Otherwise it's hard to tell how long it's been since there was any progress. Opening him up more can actually subject him to shrinkwrapping worse because more membrane is exposed.
He'll be fine, but just let him be. I can almost guarantee that he will hatch on his own, with how he's doing. He's not malpositioned and looks to be pretty active.

Got it. Mostly, I just moved away the stretchy part of the shell around the safety hole. The million dollar question is, now, if he doesn't start zipping, how long do I let him keep doing his little nudge dance?

They frequently go 48+ hours from external pip to zip. They're very slow.
I would wait at least a full 24 hours from now, and post pics and maybe a video.
Do you see him making yawning motions? That means he's still absorbing yolk.

No yawning, just little nudging motions like he's saying "yes, yes, no, no"
 
Keep watching for a bit.
I'm sure he's still absorbing yolk, they absorb almost up until the moment they hatch.
He might just not be making the motions for whatever reason.
I'm letting him do his thing. As long as he can get some good, humid air, I'm only mildly panicky. Meanwhile, one of his brethren pipped internally around 1am but not externally, yet. Send help, lol

They usually take at least 24 hours from internal to external pip too, lol.
I wouldn't do any safety holes, I'm personally not a fan of them and they can make the process take longer.
