Absolutely! We used scrap wood, etc for the first coop we built. We had to buy a few supplies at the local Home Depot...probably $50 worth? We bought 6 pullets for $2.50 each, $14 for a 50 lbs bag of starter feed. We had fencing already on our property for the run. My DH-to-be talked about our chickens at work and one of his coworkers had just bought a house with a coop in the back yard. With help, he went and picked it up (empty plywood coop with rear door for eggs). We of course cleaned it out thoroughly, but it was free! Less than $100 total! Of course, as time has gone on we've added a few things to the coop, but we are still under $200 (excluding feed (~$14/month) and occasional meds like dewormers). Plus, in our area, eggs are expensive ($4.39 for free-range brown, $5.49 for organic brown...who knows for regular eggs...we've never bought them)! So, taking that into consideration, we save more than we spend!
