URGENT!is my ducklings ok!?

You may be looking at the wrong end. Rapid breathing and the light can be caused by generalized distress. With very young birds, the culprit is sometimes a clogged vent. If you haven't, check for pasty poo covering the vent. Here is a link for more information...

I always check that end regularly in case of pasty butt. So i don’t think it is that

I'd probably say respiratory infection then.
They are both breathing quite fast and panting now but other than that acting normal, is it safe to give them antibiotics even if they didn’t have a respiratory infection?
 
No they very well might but if I give antibiotics to them and they didn’t have it will they get sick or anything?
Ohh okay, they should be fine. But also, different antibiotics work on different animals and different infections better. That's the hard part. Like with a roo I had we gave him penicillin it did nothing but ig for his infection he needed amoxicillin and that worked much better. But with my other roo penicillin worked better.

should we buy some different ones in case one doesn’t work? we live out of town so it’s better just to get everything rather than go in and keep getting things. do i just buy it from like a pet shop or do i buy human stuff and give it to them in small amounts?

Enrofloxacin aka baytril would probably be the best for ducklings with a respiratory infection. If that doesn't work then try penicillin. You can put the baytril in their water. You can probably get it from any feed store or Tractor supply. But you might have to order it online and do express mail. Also, just follow how many days it says to use for it's not good to go over that or stop then start again. VetRx is also good you can use that along with the antibiotics.
