URGENT: Is this a crow?

Is he a house chicken, or does he live outside?
Something to think about. The only reason neighborhood aren't allowed to have roosters is because they don't want noise complaints. If your neighbor's don't complain, you wont get caught nor do you have to get rid of him.
Maybe talk to your neighbors about you situation, bring them a dozen eggs, (if you have another flock) or a batch of cookies. If he's in the house and you don't mind the crowing, then you neighbors probably wont be hear the crowing from their house. You may get lucky, talk to the neighbors before you find him a new home.
Your did an amazing thing, you rescued this sweet little bird from a beach, and took extreme measures to save his life. You are a truly incredible poetry owner, I'm so sorry, he's a cockerel.

I agree with Weeg. If he is in the house, it shouldn't be an issue but talk to the neighbors, and tell them your story. Most will take that into account, and wouldn't have an issue, unless he is outdoors. I do hope you keep him, and all is well. I am sure he sees you as his flock, and I am afraid with all he has gone through as it is... He may get depressed. Good luck and Prayers.

Thank you for the advice. I really want to but I simply can't. It's very very complicated. My primary residence is in Manhattan. I've been working from different parts of the U.S. during the pandemic because my work can be done remotely. But I do have to go back in September when my work building reopens. I rescued him while in Hawaii and I had been working on nursing him back to health, drafting import documents with the vet, and arranging flights to bring him back to mainland by early August.

My apartment in NYC is a 1 bedroom apartment on the 40th floor, with doormen that watch for unapproved guests and animals. I have to register pets and get it approved by management even before bringing it in. Then I have to get it approved by my landlord (I have already done this). Chicken is already an exotic and I had to jump through so many hoops just to get a hen approved. Keeping a rooster would be impossible.

I really appreciate the comments everyone has written. I like to stay optimistic but I feel so heartbroken and hopeless. We will figure it out though. I'll keep the thread updated on future progress.

Oh, that is very very complicated. I'm so sorry. This is just heartbreaking.
Hopefully you can find him a loving home somewhere near. Just remember that you did so so much for him, more than so many people would have done to make sure he was safe and happy.
Hopefully you'll find him a very sweet home were he can be a chicken with a flock once he heals. I'm so sorry that he's a cockerel.
