Yes, Del's does have a minimum. Reber Ranch does not. I bought my first 3 at Reber. I asked one of the girls there why they don't impose a minimum the way Del's does, and she told me they wanted to support backyard flocks and they understand that not everyone can have 6. She also said just because a person buys six, if they don't want them, they might not be responsible with the remaining. So imposing a minimum to maintain a "flock" doesn't necessarily mean that all 6 will be cared for.
I have got around the minimum before by telling them I have chicks at home already. the workers at dels seem to be under the impression that having 5 or less chicks and they all die but 6 or more and they live. BUT they don't always let me get away with saying I have chicks at home can i get 3 chicks. Sometimes they tell me no they have to stick to the minimum.
I want to go in and at least give a try at getting fewer. and I've never heard of Reber ranch.
