I am not sure you will automatically have success if you slip some eggs under pigeon.
Pigeons are not anything like chickens and chicks.
In the normal cycle of pigeon hatching, the parents go thru their own cycle of producing Crop Milk. I don't think just any pigeon can produce crop milk at will. That crop milk starts when babies are hatched, and kind of runs out in time, and the squabs are weaned. Pigeons have to be nursed by mama and daddy pigeon. Chicken chicks start to eat ground food at day one.
You can use humans as an example comparison. Young people have children. Retired folks don't.
If you want pigeons, purchase some young ones and breed them. You can also capture some feral ones and breed them. Then release the parents once you have enough babies. The parents will return to the underpass bridge, or wherever they lived before. The youngsters will stay in your loft. Their home.
