I just now found this forum! Had I seen this place for "Emergencies/Diseases/Injuries and Cures", I would have placed my original post here. Since I didn't see this area, I posted about my Quail in the Quail forum
The link below shows the pictures of the eyes on my male Coturnix Quail, But I will copy and paste my original post below. This doesn't seem to be coryza. The eyes are NOT swelling shut, there is no discharge, no smell. The bird seems healthy except for the size of his poofy bumpy eyelids.
To see the pics of his eyes (It is posted in the Quail sections of Backyardchickens.com)

1) For the Coturnix adults we bought: I was shocked to see him up close once we got him home. Part of the problem was my EXTREMELY rambunctious daughter. She was ALL OVER the place in excitement the whole time that I could barely keep my head straight (It was pretty bad). I hope that doesn't sound horrible, but I was in a rush to get home and didn't look the two birds out of many that my son and daughter picked.
The female looks fine, but the males eyes are messed up. His EYELIDS are swollen and poofy. His third eyelid is not showing however. I have seen this along time ago in a few chickens at an auction. I have NEVER had this issue with my own birds so far. Therefore, I have him separated away from all other birds.
Is this treatable? My main purpose for buying a male and female adult was to incubate eggs so we can tame some of the youngsters we hatch.
I have not seen any mites on either of these birds, but could it be mites?
