Weird Feathers

Hi, I'm new to having chickens. I have 4 four week olds that I hatched. One of the is a naked neck and their feathers stick out weirdly. I attached a picture. Can someone please tell me if the way the feathers are growing is okay for the chick. Thank you.

Those feathers are frizzle on that NN cockerel.
Yes it is okay and some people LOVE frizzled birds and breed for it. It's a gene that causes it.

Yep that's a frizzle feather type. It's not that common but it is normal and nothing to be concerned about. The only thing to bear in mind is never breed two frizzle birds together.
