If the meat is tainted and only one report went in to their company nothing will get done. Big companies will avoid the embarrassment of a recall if it can be swept under the rug and hushed up. Putting out tainted meat happens accidentally but its no excuse for poor testing within the facility, listeria is present in every meat plant whether you like it or not, its just the count that matters, low counts exist everywhere, its the high counts that can kill us. Because of this, its a huge lawsuit waiting to happen if they disregard their duties and your meat turns out to be tainted!
It was a good idea to place it an another sealable bag, because if it is bacteria and not water content (water can make a package expand in that manner where it balloons in the middle and could actually break apart and rattle) and its resistant to cold the bacteria could and would spread throughout your whole freezer pretty much tainting the rest of your food inside the freezer, just because a package looks sealed it doesn't mean it is, microscopic bacteria will escape through seams.
My advice is to take it to a health center where they can test the meat, I am not sure what it would be in the USA but here our Community center tests water, soil, and pretty much anything we think needs to be tested for bacteria etc. Not only will you feel better but if it is tainted you could be saving some people from severe malaise.
DO not open the package, because if the company requests the package, and it is open they could say you tampered with it. If you have it brought in to be tested they will note that the package was still sealed in original packaging thus they cannot say it was tampered with.
Also, Do not thaw it out!! lol
