Oh yes, that definitely shouldn't be going on. Plus if they get startled and fly off, they might not be able to find their way back home.
I do agree that they should not be in cages though. They really should have an aviary. In the wild, they fly 15 miles every day looking for food. That just does not translate well to a cage in a house.
You can practice free flight with them, but they need to be trained for that, and you of course can't leave them out to do that all the time.
Not only that but most Parrot species are flocking birds... they need a social life.
