Looks like severe scaly leg mites. You'll want to soak his legs first. Fill up a tub with warm water, and gently scrub the legs loose of dead scales. Then dry them, and cover in a Mineral oil, a balm, or vaseline. Reapply as necessary.
Okay thank you! He shares a coop with his dad, do I need to worry about it spreading to him?
 
Check all your chickens for scaly legs mites. There's some good information and byc about treating the house and roost as well. I keep a tub of Vaseline handy for use on chickens only.
With spring it's time to start watching for all kinds of mites. Check under his wings and vent for any other parasites that might be lurking.
