What am I doing wrong?

My research tells me that still air needs to be 102 measured at top of eggs. This is the temp I use when doing still air, and my hatches are good. My humidity is 30 - 40% until lock down, then I increase it to 65%.

If you have not personally calibrated your thermometers, and your hygrometer, If you have not spent several days checking for warm/cool spots in your bator, and tracked temp shifts, then you can not expect to get a good hatch rate. I also suspect that the temp shifts in the camper may be an issue. Sounds like your humidity has been too high.
 
The goal is to get to 99.5 at the center of the egg. On the side will be different from big end up in an auto turner. 102 at the top is for auto turners. on the side would be 101 usually.

You have to play with the temperatures and definitely use calibrated thermometers--good digital ones that read in tenths
 
If the humidity is too high some of the chicks may not absorb the yolk well and some when they get ready to hatch and when the pip the air cell in the eggs for their first gulp of air can drown if too much moisture is in it. The moisture will build up primarily during incubation if it's too high. Also when you turn the eggs are you moving them around. The still air is warmer towards the top but also under the heating element. You can always add a fan. I did on a couple of mine. In this one I also had to replace the thermostat.
