Chicks with down that's black on top and yellow underneath and have black feet with yellow on the underside of the toes--that description matches Black Giants. A chick with the same black and yellow patterning but legs and feet that are all black could be a Black Andalusian, Black Australorp, or Black Minorca. In general, a chick that's black above and yellow below is a bird that wants to feather in black all over, as opposed to a black chick with a yellow star on its head or a "marbled" black and yellow down pattern. It can be very hard to tell the breed on some of these little black-and-yellow chicks!

And that said, as Tanichca pointed out, we could also be seeing black and yellow feet as a result of poor breeding in a breed that isn't supposed to have bicolor feet. But having the wrong foot color is a cosmetic thing, and doesn't necessarily mean that there's a problem. A bird doesn't have to be show quality to be a great bird for a backyard flock.
