Does no one teach their children not to yell, unless there is a major problem or they are in danger?
I have gotten to a point where I don't even look if I hear a commotion outside anymore.

Some poor child could be kidnapped outside my house and I would have no idea, with the amount of noise the little cretins across the street make on a daily basis. :th

My kids are only allowed to yell outside. In general, kids have a lot of energy and just giving them a blanket rule of no yelling ever would never work for my boys. Sometimes they just need to LET IT OUT.
We have also taught them that if someone is trying to kidnap them, they are to scream "This is not my Mom/Dad!" as that is more likely to attract attention than just a kid screaming, since so many kids take tantrums in public these days.
