My kids are only allowed to yell outside. In general, kids have a lot of energy and just giving them a blanket rule of no yelling ever would never work for my boys. We have also taught them that if someone is trying to kidnap them, they are to scream "This is not my Mom/Dad!" as that is more likely to attract attention than just a kid screaming, since so many kids take tantrums in public these days.
