What breed and gender

When i get home i plan on doing the paper behind the feather thing... I just dont want it to start crowing and get my flock in trouble. I could see my one neighbor calling the cops.
 
A rooster would not be lowest on the pecking order unless he was really young and the girls were really old. And your other hens appear to be about the same age. If you google 6 month old rooster rir... She would look more like them. Plus her comb is super pale and small... And doesn't have that rooster stank eye.

Spurs are not always an indication as they grow later. And hens can get them.
 
I have to go with what the feathers tell me. And they are screaming rooster. You can clearly see the fine hackle and saddle feathers. As far as breed I cant really tell. Sorry.

I must be blind then! I don't see a 6 month old rooster. :/. The second pic looks like a sweet hen. The other picks are a bit deceiving with her head turned and her crouching down. I don't see saddles feathers on the last bum shot.
 
that is 95% cockerel. he has saddle and hackles and also his coloring on his wings are all a dead give away. from what you say he was not taken well care of hince the way he looks, he has matured very slowly and cockerels with other cockerels around can and do sometimes mature a lot slower. my paretens have some buff orps that are a bit older than that and they have the combs of pullets but they are 3,000% cockerels they are also in a pen with basicly nothing but cockerels and roosters and are slow to mature as well. you will not be seeing any eggs from that bird at all.

if it does lay i will be surprised

I guess I must have lost my marbles today.. I thought she was a hen for sure.
